If I have or don't have water and use only tissue after answering the call of nature, will it be sufficient? I get doubts that after doing istijmar the impurity becomes dry impurity and that can cause my clothes to be impure. What's the ruling on this?

ANSWER:

It's permissible to use tissues even
when there is water providing you
wipe 3 times minimum.
